The high dynamic of the Internet has become apparent in technical innovations, but also in on-going changes in users’ expectations about information provided online. Even though online platforms of governmental agencies offer particular, exclusive information or possibilities for transactions, they do compete with private services and platforms: in their everyday use of the Internet, users form certain routines (e. g. information searches) and expectations (e. g. when to expect interactive and cooperative options), by which they measure online services.
